Lexpat is excited to welcome highly respected policy and analysis leader Alice Borene to our team of legal and security experts as a Senior Consultant. Alice advises clients on an array of security and foreign policy matters, especially those with a European nexus.
Alice brings over fifteen years of experience in U.S. national and international security in diverse areas including intelligence diplomacy, mission management, counterterrorism, domestic and foreign partner cooperation, and civil liberties safeguards and oversight. She served as an executive in multiple positions within the U.S. Office of the Director of National Intelligence (ODNI) including as the first Director for Human Rights and War Crimes, Director of Export Controls, and Assistant Director for Europe. She also completed highly sensitive and consequential assignments as Special Assistant to the Deputy Director of National Intelligence (DDNI), and at the Intelligence Advanced Research Projects Activity (IARPA) and National Counterterrorism Center (NCTC).
Before her civilian service, Alice served in the U.S. Army as a Serbian-Croatian linguist and intelligence analyst. Highlighting her career-long commitment to well-rounded excellence, she graduated first in her class in combat training, language school, and technical training.

Alice also further strengthens Lexpat’s expertise in international humanitarian law and human rights law.
