Jacqueline Natter Brand is a Senior Consultant at Lexpat Global Services.  A seasoned security cooperation and diplomatic professional, Jacqueline has dedicated her career to advancing U.S. foreign policy objectives and strengthening international partnerships. With a diverse background spanning military service and government roles, she brings a unique blend of operational expertise, strategic acumen, and cultural sensitivity to complex global security challenges.

Jacqueline’s public service career highlights include serving as the Chief of the Office of Security Cooperation at the U.S. Embassy in Dakar, Senegal, where she oversaw a significant security assistance portfolio and led initiatives in maritime security, peacekeeping, and counterterrorism. She successfully negotiated and implemented programs that enhanced partner capacity, fostered regional cooperation, and advanced U.S. interests in Sub-Saharan Africa.

Prior to her diplomatic role, she served as a Naval Flight Officer, gaining invaluable experience in combat operations that she later applied to her role as Deputy Commanding Officer of a Provincial Reconstruction Team in Afghanistan, where she coordinated interagency activities and led civil-military cooperation. She has also held key positions in the U.S. Navy, to include on the personal staff of the Chief of Naval Operations.

Jacqueline’s early career included a stint as a Military Legislative Assistant to U.S. Senator Howell T. Heflin, where she first developed her deep understanding of defense policy and budget issues. She also served as an intern at the U.S. Department of State, focusing on international security and peacekeeping.

Jacqueline holds a Master of Arts in National Security Studies (with a concentration in Sub-Saharan Africa) from the Naval Postgraduate School and a Master of Arts in Political Science from Villanova University. She is a graduate of Georgetown University.
